Emergency calls only

I bought a Nokia 6.1 (TA-1043) and since it arrived it says EMERGENCY CALLS ONLY.
I tried to flash it with 2 different firmwares and it's still the same.
How can I repair IMEI? Does this work in my case? Anyone can help me?
